The article reports on the decision of Keystone Initiative for Network Based Education and Research (KINBER) to bridge a divide between stimulus-backed broadband projects and private enterprises. The Pennsylvania coalition sought new bids for its 100 million dollars project to create a statewide fiber-optic network. However, according to technology advocates, the ongoing competition and infrastructure issues are flaws of the federal economic stimulus program's broadband Internet initiatives. |
