Abstrakt: WHEN the winter issue of the Hog River Journal arrived at the homes of 3,600 subscribers, more than a few reader eyebrows were raised. The quarterly magazine devoted to Connecticut's history had produced one of its more daring issues in its nearly seven years of existence, titled ''Rascals, Rogues and Reformers.'' But the source of the unusual readership reaction wasn't the articles on Boss Tweed's Greenwich retreat or Edith Green and the bootlegging operation she ran out of East Haven during Prohibition. It was, instead, the final two paragraphs of the column written by Elizabeth J. Normen, the journal's publisher. [ABSTRACT FROM PUBLISHER]
