Abstrakt: AS CHANCELLOR, Gordon Brown's most momentous policy move was to hand independence to the Bank of England in 1997. Yet that very same Gordon Brown, grappling for support in his role as Prime Minister, is clearly not averse to grabbing power back if he wants it. In astonishing comments to the BBC, Brown says 'because we've got low inflation, we can cut interest rates'.
