PARENTS will be encouraged to work rather than rely on benefits under a welfare shake-up designed to lift 250,000 children out of poverty. Mr Darling announced almost £1billion for low-income families, as Labour faces missing its target of halving child poverty by 2010. From next April, child tax credits will increase £50 a year above inflation for the poorest households. And from October next year, child benefit will not be taken into account when calculating income for housing and council tax benefit.
