The article focuses on the new House Bill 471 passed by the New Hampshire House which requires additional tax premiums for independent contractors in the state. The bill was legislated in response to the complaints of unions and contractors saying independent or non-union contractors have been able to underbid by not paying various payroll levies particularly unemployment compensation.
