Abstrakt: The article focuses on Cook County, Illinois, Assessor Jim Houlihan, who, after winning a re-election, is now installing loyalists at agencies that review his decisions. Houlihan got state Governor Rod Blagojevich to replace Property Tax Appeal Board's executive director with a man who had been a top aide to Houlihan. He also funded heavily into the campaign of Brendan Houlihan for the seat of the Cook County Board of Review.
