The article focuses on issues related to the use of $361 million that will be available to Louisiana as a result of Governor Kathleen Babineaux Blanco's new cigarette tax regime. As with relatives who have to share an unexpected inheritance, the politicians in the state all had different ideas on how to spend the money. Blanco and Commissioner of Administration Jerry Luke LeBlanc were reduced to "urging caution." Blanco said that the money would not completely cover the shortfall in health care needs. |
