Abstrakt:	Senate Republican leaders vowed today to pursue a 2004 legislative agenda with more money and greater flexibility for city governments, including increased funding for local homeland security. Addressing a meeting of the National League of Cities, Senate Majority Leader said federal funding to states and localities is at an all-time high, but much of that money is earmarked for Medicare and Medicaid funding. The president's proposed FY05 budget would cut $1 billion from the grant program, funding it at $700 million.
