An essay is presented on the translocal battle on climate change in the perspective of the effect of translocal associations on American federalism and subnational import of foreign law. It discusses the Kyoto Protocol on climate change and the activities by the U.S. Conference of Mayors (USCM), which designed a Climate Protection Agreement. It explores the effect of the works by the translocal organizations of government actors (TOGA) and ways to make legal advocacy and policy roles for TOGA. |
