Abstrakt: The article discusses the negotiations between Canada and the United States concerning the implications of applied solutions to the overflowing of the Devil's Lake in northeastern North Dakota. It provides a background to the Devil's Lake overflowing and flooding problems and the proposed solution of draining the lake of water through a drainage that flows to the Canadian province of Manitoba. It examines the negotiations between the two countries in regard to the inter-jurisdictional issues arising from the proposed solution and investigates the implications to the Boundary Waters Treaty of 1909.
