The article reports that a public hearing was held at the U.S. Department of Commerce on December 14, 1976 to consider a compromise agreement reached between the U.S. Postal Service and the Federal Coordinating Council on Science, Engineering, and Technology (FCCSET). The compromise would allow primary research journal publishers to continue a voluntary page-charge policy without jeopardizing their second-class mailing privileges. Betsy Ancker-Johnson, Assistant Secretary of Commerce for Science and Technology, presided over the hearing and argued in favor of the compromise. Ancker-Johnson stated that FCCSET was waiting for a document from the Postal Service expressing the new position and would send a written notice explaining the compromise agreement to interested parties. |
