Abstrakt: The article focuses on vintage-differentiated regulation (VDR) in environmental and other regulatory policies in the United States. Standards for regulated units are fixed in terms of the units' respective dates of entry under VDR. VDR is associated with efficiency, equity and simple politics. Introduction of new pollution-abatement technologies is more cost-effective. Construction of new plants is also cost-effective than retrofitting older facilities with new technologies. New standards are also applied to new plants. Identified existing facilities are also favored by political pressures.
