The power quality is anxious to be resolved because the diverse load characteristic and the novel renewable energy in nowadays. Under the high penetration of the renewable energy in future, the toughness of power grid is getting lower. Traditional units provide moment of inertia due to their characteristic in the event of system problems, so that the subsequent grid restoration. Because solar and wind are both intermittent energy source which can’t provide stable output compared with the conventional machines, energy storage system is a solution, exclusive of its expensive price and immature technologies. How to control and take the use of the energy storage system is an important issue. According to the above mentioned, the research proposed to the fast frequency regulator for compensation of virtual inertia in power grid, including; (1) Soft design and construction of fast frequency regulator; (2) frequency measurement Circuit and calculate for relating function; (3) simulate the frame of power grid in PSS®E(Power System Simulator for Engineering) and test. It is proved that after frequency measurement Circuit measure power grid frequency and inform fast frequency regulator to judge whether the system frequency need to compensated by energy storage system on the frequency fluctuation. When the power grid frequency vary greatly caused by the malfunction in the system, the device can make energy storage system support and recovery power frequency by compensation for moment of inertia.
