The organisation of art festivals as a tool for city image construction and brand building is a great example of combinations of both local and international ideas, with successful cases like the Next Wave Festival in the United States, the Edinburgh International Festival in the United Kingdom and the Echigo-Tsumari Art Triennial in Japan. In recent years, art festivals with a specific focus on local cultures have been immensely popular and flourishing in Taiwan. The author, through his/her past working experience and case studies, sheds light on the question : How should art festivals be held to effectively raise visibility of local cultures and fortify community cohesion, apart from stimulating regional tourism? The Echigo-Tsumari Art Triennale is the world's largest outdoor international art festival in the world. It has also become an icon of region brand building and revitalisation by using fields and art as a platform to connect humans and nature and develop and share local cultures. The author will conduct a case study on the Snow Art Project by observations, interviews and analysis of secondary sources with a view to discovering how the organiser(s) and the art festival itself could build a sense of locality and put local cultural attributes into good use. The author will also scrutinize the development history of the Echigo-Tsumari Art Triennale to make this study more comprehensive. After a series of observations and analyses, this study has come to three conclusions :- (i) the development of art festivals are heavily based on local policies and natural disasters, (ii) the local features of art festivals could be attributed to natural sceneries, collective memories, ways of life and traditional rituals; and (iii) the formations and values of art festivals are deviated from local networks and collaborations.
