Every government has to promote policy. If it does not do a good job of communication and image management, even if the policy is "good intention," it may evolve into a "confidence crisis" or even a "ruling crisis" of the government. Therefore, when promoting policies, how to communicate effectively with the public is a topic that the government must pay attention to. This study examines how the “Tsai-Government” promoted the “One Fixed Day Off And One Flexible Rest Day Per Week Policy” and how to communicate in crisis. Apply Benoit's (1995) image-repair theory to examine communication strategies; and evaluate the effectiveness with the concept of media effectiveness of WU,YI-ZHENG(2002). The study found that “reducing offensiveness” was the main communication strategy. In the period of policy-regulate, they used“reducing offensiveness” and “evading responsibility ” strategies. In the period of policy-implement, they used “reducing offensiveness” and “mortification ” strategies to talk to public. The effectiveness of the two-stage strategy is negative. The researchers made recommendations on " principle of communication aspects" and " strategies aspects". On the " principle of communication aspects," the government should have the principles of "immediate response," "internal consensus," "clear information" and "use easy words." On the " strategies aspects ", the government should use “corrective action strategy”more. Also, they should pay attention to the "strategic-action consistency" and "strategic-appropriateness" to avoid conflicts and reduce the effectiveness of the strategy; in addition, based on facts use " attack accuser " to build trust.
