| Popis: | 105 There have been numerous policies to drive innovations on the demand side over recent years. For example, the European Union uses public procurements as a tool to implement public policies. It is required that public procurements adhere to the fundamentals of the demand side for innovations, so that procurements serve as a policy tool to improve terms with companies, encourage environmental protection and better the business environment. The market barriers associated with public procurements are also mitigated with efficient tender procedures and the optimal outcomes. Given the call for public procurements to create value, this paper examines the innovation procurements in the European Union by zooming in the process of policy formation, objectives, measures and methods, including the guidelines for innovation procurements prescribed in the directives of public procurements. It is hoped that the research findings can serve as a template for innovation procurements in Taiwan. This paper posits that innovation procurements in the European Union are a top-down approach, aiming to create an innovation-friendly market for companies. The relevant legislation of procurement directives provides the legal framework conducive to innovations. Large projects serve as the environment for government procurements to pursue innovative products. Information industry is the focal point. Pre-commercial procurements inspire companies to fulfil R&D potential by providing necessary assistance to government procurement personnel and continuously diffusing experience and knowledge. Over time, innovation procurements have become an important culture of public procurements. This paper suggests that the first step to promote innovation procurements is to eliminate the laws and regulations unfriendly to government procurement personnel and to establish an innovation-friendly marketplace for corporates. Digital Nation and Innovative Economy Development Program can be used as a showcase, with the creation of a public procurement environment by a team of senior officials to ensure innovation friendliness. It is also necessary to extend necessary assistance to government procurement staff, and share the knowledge and experience in order to create value and prosperity. |
