The Correlation between Human Resource Management and Organizational Change – A Case Study of Local Community Hospital

In recent years, the operation of hospital organizations has confronted huge challenges, following with the influences of the healthy insurance policy and continuous changes in medical environment. And currently in Taiwan medical sector, large group hospitals are getting bigger, and local clinics are penetrating everywhere, while community hospitals are trying to transform or even close operation for the declining services. Facing such a severe impact and challenge, hospitals, in addition to the endeavour of human resource management, will need to adjust their operation situations to reinforce organizational capacity adapting to external competitive environment and further to increase performance for maintaining sustainability, which has become an important issue for hospital organizations. Therefore, how to adjust and change organizational operation and how to effectively implement human resource management in the process of transforming for community hospitals is an important topic that deserves noticing and exploring. This study mainly explores the correlation between human resource management and organizational change through a local community hospital in Kaohsiung, using content analysis to generalize literature review on human resource management and organizational change, and utilizing case study and depth interview to proceed with empirical research and discussion. Research subject includes the executives in this case hospital and its three subsidiary medical care institutions, along with interviewing 5 senior superiors who ever engaged in organizational change of the case hospital to launch the interview on related questions. Meanwhile, methodological triangulation is also used to examine the research questions. Research findings discover that the reason of organizational change initiates from the changes of external environment, and the relationship of human resource management to organizational change is correlative in whatever three changing stages involving the stage of before change, the stage of changing, and the stage of after change. Besides, to sustain and develop human resources after change stage is the critical factor of success in steadily continuing organizational development. According to research results, this study lastly presents related suggestions separately for the case hospital and future researchers.
