Popis: | 104 Decision-making process of public infrastructures is mainly in charge by non-profit government institution, which is different from general busi-ness. This case is about the developing process that Ministry of Education build the International House in urban renewal way, and it also describes the situation of the case officer. Facing the dilemma involving the alterna-tion of Minister of Education and the ambition of the new mayor, what should the case officer do to make the project go on wheels? This case focuses on the dilemma of public infrastructures after the alter-nation of mayor. Normally, the heads of local government have final ap-proval of development projects. Whether the development projects meet regulations or not, new mayor is still able to deny the projects within his or her own authority. Besides, new mayor need to think about not only pro-fessional opinion but also public perception. Therefore, how to communi-cate with local government effectively, solve problems and monitor pro-gress becomes a critical issue. Besides, most of the public infrastructures couldn’t be completed in a short term. For this reason the heads of the executive or case officers might change during the progress, and it might cause changes or delay to the projects. This case can apply to courses like Project Management, Urban Renewal, Land Economics, Supply Chain Management, etc. Related theories include Managing Up, Endowment Effect, Landtax Theory, Transaction Cost Theory, etc. |
