With the Chinese economy growing fast, whether for education, employment, people rise in the demand for English learning step by step. Shanghai is one of China's four municipalities, and most international representative cities in recent years. Because teaching English in China is showing a trend of younger age, demand for the proportion of preschool English teacher in Shanghai rose sharply. Because Chinese children English education started late, teachers still quite weak. To sum up, the current quality and level of Chinese children English teacher is really worrying. Therefore, in the process of teaching children English, teachers and guidance mode of operation, that is, teaching professionalism of teachers is particularly important. Based on the above, this study expects the construction of the teaching competence in preschool English teacher in Shanghai. This research not only can provide school training direction as a reference, it can also give advice in the process of teacher candidates. On the other hand, for the future English preschool teacher into the ranks of aspiring job seekers can roughly grasp the current demand for talent in the industry, and then prepared and diligent own shortcomings. This study through the literature review, understands the basic meaning of competence. After five professionals through in-depth interviews, we can construct KSAO basic questionnaire. Then for the Shanghai area practitioners English preschool questionnaire distribution, and divided into administrative and teaching supervisor. Total of 20 questionnaires are in this study. Finally, we use AHP weight analysis for the questionnaire. The study through in-depth interviews of experts found below, competence facets as follows: There 'English knowledge and ability, "" pre-school education "," child psychology "," beauty identify "at" knowledge "facet; the" skills" Facets "hands-on "," spoken English "," song rhythm, "" praise be encouraged "; under" ability "facets have" interpersonal "," teamwork "," communication and expression "," problem solving ";" others "facets have" love child "," education enthusiasm "," patience "," serious and responsible. " From the point of view of weighting competence, "others" is the most important, and the "knowledge" facet is most unimportant. From the overall weight of the sub-facets, the "serious and responsible" is most important, " beauty identify," the most unimportant. Either administrative or teaching supervisor, all that power "Others," is the heaviest weight, again is "skills". Both considered "knowledge" is the most unimportant competence of early childhood education in English. From the overall weight of the sub-facets, the aspects of the administrative as "patient" is most important; in charge of aspects of teaching as "serious and responsible" is most important, both are considered " beauty identify," the most unimportant. From the past practice of English preschool teacher selection, it is still adapting a standard of English ability. However, after analysis of this study, it is recommended to confirm the contents of the human resources unit of preschool English teacher part can be adjusted. In addition to the basic English skills, we can understand the staff's "patience" from the "others" of facets, " responsible" level. On the other hands, for on-the-job training, this research recommends authorities adding "teacher requirements," "moral teacher", " the concept of teachers' work " related courses, in order to develop a more precise English preschool teacher.
