People who have civil competence can create a harmonious society where people can feel the well-being. As a result, many countries have put emphasis on civil competence. Not only EU countries looked into the ways to execute “Definition and Selection of Competence” (DeSeCo) but also Ministry of Education (MOE) in Taiwan tries to carry out the ways to cultivate our civil competence. Therefore, civil competence is of great concern to a nation. In this study, civil competence is defined as three different aspects: literacy, skills and attitudes. The purpose of the study is to examine the relationship between civil competence and citizenship training. Through the content analyses of the two versions of the social studies textbooks. Used in junior high schools (6 books all together) Theoretical concepts of citizenship were utilized to examine these textbooks. According to the theories adopted in this study, literacy is not the only emphasis in civil competence. Skills and attitudes are also significant. To be specific, literacy and skills are the basis of civil competence, but attitudes are most decisive in an individual's development. The result indicates that the proportion of attitudes in the textbooks is relatively low compared to the skills and literacy. This study suggests that much more attention should be paid to attitudes by increasing the proportion of attitudes in social studies textbooks. Furthermore, high school teachers in Taiwan should adopt different points of view and an alternative teaching approach to improve civil competence of our next generation. The study also provides pedagogical implications for teachers and directions for future research.
