Bidding strategy research of LED street light Industry-Based on Game Theory

In traditional public construction projects, the decision of bidding strategy is based on the cost estimates, the estimator experience and judgment. For government project of LED street light in Taiwan from 2012 to 2013, the manufacturers cannot use a simple assessment and judgment to obtain the bidding project. The tenders will be changed with time. Overall competitive environment is a dynamic multi-game. The Individual projects are different. Manufacturers need to propose the optimal competitive strategy to get the tenders. In recent years, the dynamic competition is an important research topic in the field of strategic management. However, previous studies investigate the dynamic competitive action of manufacturer in the resource base. It is difficult to investigate the detailed motivation for the competitive action. The researchers are rare to discuss actual bidding project. This study directly involved the bid of government project for LED street light in Taiwan from 2012 to 2013. The initial bidding assessment is based on the game theory to discuss the pattern analysis of the bidding game and the score items of individual bidding project. This investigation analyses the tender awarding information to predict the tenderer’s actions and response in and tender process. Finally, this paper provides the optimal bidding strategy for LED street light project in Taiwan. This research shows that the number of competitors is reduced when the project requirements are the higher performance and quality. The intensity of competition in the extra services becomes higher when the manufacturer&;#39;s technical capabilities are approach. The extended warranty and added intelligent control function are provided by the manufacturer in order to obtain the bidding for the government project.
