In Taiwan, E-Government has implemented lots of electronic plans, electronic document is the major plan, which enhances the efficiency of government administration. The goal is to reach 30% document online approval-job, and document full electronic processing. Since 2010, the New Taipei City(NTPC) government promotes a large amount of online services, recently the wave of smart phone with on-hand Government is the most striking, by promoting online approval will be able to reduce the time of document to wait. The main research question of this study is: What is the problem to promote the online approval in planning and execution for NTPC government? How to resolve them? How can NTPC government combine with tablet PC and online approval? Promoting this project can not only improve efficiency, but also can reach the goal of saving energy and reducing carbon. The major key factors are planning and implementation of system, support of executives, adaptability of the staff, education training, and user acceptance. The purpose of this study is to investigate and understand the manpower disposition, schedule, difficulties and resolution, and performance in the New Taipei City through research method of case study. It is anticipated that can provide an important reference for other agency to promote Online approval. We get conclusion, in the technical level, chasing stability of system, and then optimization, and strengthen information security and ensure the integrity of the file. In the organizational level, the policy is support by executives, and stabilizing progress by good project management and performance evaluation standards, process integration to improve the coherence and consistency, and reduce the cost. In the personal level, sufficient education and training strengthen information capacity of staff and user acceptance.
