In global business, competitive strength is not merely derived from the conventional factors of capital, land or equipment, but has shifted to place greater importance on human resource development and the accumulation of human capital. Training is of utmost importance for human resource management, but how does one grasp the outcome of quality training? Can anticipated results be immediately achieved by greater expenditure on employee training? How to measure the impact training has on raising organizational performance is an important issue within the realm of modern-day training and development. In order to more fully explain these issues, this paper bases its research on the Taiwan Training Quality Scorecard (TTQS) components of PDDRO (P-Plan, D-Design, D-Do, R-Review, O-Outcome), which are used to observe the set-up of a corporate training system, estimate training needs, implement quality, and evaluate the relationship between executional ability and training performance. This paper looks at two companies as a case study, resulting in the following findings: 1) Corporate educational training and corporate strategy should be integrated. 2) Corporate educational training should have clear-cut systematization and goals for improvement. 3) Corporate educational training results can be set and predicted in advance. 4) Corporate educational training requires the full support of top-level management. 5) Organizational performance can see increased output through educational training that raises employee quality. 6) Human resource policies are good for pushing the promotion of training. 7) The necessity of TTQS on a company’s promotion of educational training.
