During the last 10 years, the government has started to promote community development in the countries of Great Britain, United States, and Japan. As they followed and succeeded in using the democratic-cultivated manner in community enhancement, the idea in using this Western concept was researched for implementation to enhance community developments for Taiwan. The modern method of “social” and “public” efforts, which Taiwan adopted, is different than the Westerner’s view by approaching community development by using “social ethics” and “social morality” for its value. This Western concept was started to be modeled in Japan from the 19th and 20th century. In addition, other differences between Taiwan and the developed region arose, which was how they do not hesitate to put emphasis into artistic education as well. A research in picture book history showed Taiwan started to use this concept from 1975, whilst Great Britain used it 100 years before Taiwan started to use it, in respective; 50 to 60 years before for United States and 20 years before for Japan. In response, the method of using a “book” to educate people about community through picture book’s “picture and text” can further play an importance to community education. From a public view of a Westerner, the value towards using picture books as a mean for community resource, education, and development through the use of art to tell a story is a worthy topic to learn. The research presented here includes the needs of community development and why, and investigating and comparing the use of picture books of Taiwan and the picture books around the world to gain practice or experience by collecting and analyzing internal and external data can be seen in this thesis. At an opportune moment, a chance to attend a case in Da-Shu Township in Kaohsiung County came across: “A Six Star Project to Promote Healthy Community of Taiwan in Kaohsiung County: A Regional Project in Da-Shu Township.” This project was in cooperation with NPO, in our school, which we investigated the community resource of Da-Shu Township, interviewed and inquired about community development and community education to the public, gained emotional characteristics associated with community and why, and understanding the history of Da-Shu community and its people; which was all tied together to put efforts in drawing an educational picture book about Da-Shu. Finally, the whole project was combined to form the “The Hometown Picture Book of Lichee,” which was supplied as an educational teaching material in the field of community development for Kaohsiung County. The main research is to investigate how to educate and teach the importance of community outreach by using picture books can bring people’s hearts closer to developing community.
