Popis: | 96 Study on Leadership Traits of Female Leaders in the Government Agencies and Schools in Taipei City Pao-li Chang Abstract This study was mainly conducted via surveys and interviews in order to explore the leadership traits of female leaders in the government agencies and schools in Taipei City while relevant studies were also reviewed. Participants of the surveys were the relevant administrative staff in the government agencies and schools in Taipei City. Statistical methodology was adopted to analyze the survey data. Three female leaders in the government agencies and schools in Taipei City were selected for semi-structured interviews in order to listen to their voices and understand their experiences and practices at work. The conclusions of the study are as follows: 1. The majority of the government agencies and schools in Taipei City provided positive feedback for manifestation of the leadership traits of female leaders. 2. It was discovered that there is no difference overall and in various dimensions among the female traits associated with different background variables, including gender, age, highest qualification, seniority, and workplace. 3. It was discovered in the evaluation of background variables that there is a significant difference in the female traits demonstrated by female leaders holding different current positions. 4. The female leaders in the government agencies and schools in Taipei City scored medium to high on the scale of female leadership trait assessment, with personality and moral qualities scoring the highest. 5. The assessment on the leadership traits of female leaders in the government agencies and schools in Taipei City clearly showed that there is no difference between the leadership competences between men and women. 6. Female leaders possess several outstanding leadership traits. (1) A majority of female leaders are able to establish a close "partnership" with "respect, patience, and care". (2) A majority of female leaders are able to encourage the participation of colleagues, empower colleagues, and facilitate collaborative cooperation. (3) A majority of female leaders are able to leverage information sharing to help colleagues develop professionally and enhance their professional autonomy and capabilities. (4) A majority of them are able to take both performance target of the organization and process of education into consideration while paying great attention to and engaging in interactions with colleagues. The recommendations of this study are as follows: 1. Recommendations for leaders of government agencies: (1) Leaders of government agencies should strengthen their capabilities in coordination, comprehensive observation, and critical reflection. (2) There is no difference in the manifestation of "leadership traits" between men and women so "gender" does not necessarily have to be taken into consideration when a decision of promotion is to be made. 2. Recommendations for leaders of schools: (1) Leaders of schools should rule out their preconception and have the courage to strive to realize their ideals for education. (2) Leaders of schools should establish a public platform for information sharing and engage in administrative work on a more extensive scale. (3) Leaders of schools should make full use of the advantages of tenderness leadership to form an outstanding teaching faculty. (4) Leaders of schools should attach great importance to their own professional development and learning as well as enhancing their capabilities in engaging in administrative work through empowerment. 3. Recommendations for relevant studies in the future: (1) In terms of subject of research: this study was only based on the leaders of the government agencies and schools in Taipei City so the results can not be used to predict the situation in areas outside Taipei City. It is expected that studies on other geographical areas would help develop more inferential findings. (2) In terms of methodology: this study was mainly based on surveys and complemented by literature analysis and semi-structured interviews. Future studies can incorporate field observation and in-depth interviews to collect more in-depth data to reflect both qualitative and quantitative perspectives.
