A Study of Problems and Remedies in Planning and Implementing Design/Build Projects

Although the design/build (D/B) method of procuring construction projects may rectify the shortcomings of the traditional design/bid/build approach, it has not fully attained the goals of raising quality and shortening duration while incurring higher bid prices, as a result of the industry’s unfamiliarity with the D/B method. Based on reviews of the literature and interviews with experts, this research first compiled a list of possible problems in planning and implementing D/B projects and then proposed potential remedies to address them. A questionnaire survey was used to collect opinions about the problems and remedies relating to D/B, and a comparison of viewpoints was made between owners in public and private sectors, large and small size contractors, and design consultants. The results show that, on the problems in the planning stage, owners consider “owner’s unfamiliarity with the D/B method” most important, contractors are more concerned about “owner’s insufficient pretender preparation”, and consultants consider “inappropriate tender conditions” most important. On the problems in the implementation stage, both owners and contractors consider “D/B team’s lack of capabilities and experience” as a more serious problem, while consultants are more concerned about “dispute resolution methods”. With respect to the remedies in the planning stage, the results show that owners are most agreeable to “thorough study of project requirements and clear conveyance of project specifications so as to receive the most advantageous proposal”, contractors regard “tender documents specifying clearly project scope, completion and quality level required” as most effective, and consultants give “meticulous preparation of contract conditions and tender procedures” the highest approval. With respect to the remedies in the implementing stage, owners consider “selection of capable and responsible work inspector” as most important, contractors regard “clarification of design review requirements and provision of revision comments within deadlines” as most effective, and consultants give the greatest consent to “D/B contractor selecting capable subcontractors as partners”.
