The Establishment of Urban Redevelopment Assessment Index with Mitigation Concept: The Case of Wanhua District in Taipei City

| Popis: | 96 The World Bank Report (2005) indicated that Taiwan suffers from the disaster more easily. In addition, the factors of vulnerability are more complex by less land and more people. In terms of the urban management, city’s general strategy is applying the urban redeveploement to ensure the city sustainable development. However, in the assessment for the scope of the urban redeveploement region, the city’s planner or manager less analyzes from the view of the “Mitigation” concept. Thus, this study firstly finish literature reviews and preliminarily established Urban Redevelopment assessment index with mitigation concept from rebuilt method. Secondly, generalizing the above reviews to developing the 38 evaluated indexes by the way of the Fuzzy Delphi. Finally, this research examine the scope of the urban redeveploement region of the Wanhua district in Taipei by 38 indexes. From the aforementioned analysis, this study found that in terms of the mitigation there should be 25 urban redeveploement areas in the Wanhua district, nevertheless, now only 12 areas of them are designated as urban redeveploement areas by Taipei government. In other words, the city’s manager or planner doesn’t consider the mitigation entirely in the urban redeveploement area assessment. This study findings also suggest that the city manager or planners should reexamine the vulnerability of the areas, and if they have the high vulnerability should consider if designating as urban redeveploement areas. On the other hand, this research also suggests combining mitigation concept with relative laws of Urban Redevelopment by consulting the result of this study to reduce the disaster risk and establish the sustainable environment. |
