Public construction is one of the major driving forces for one country’s development. It is also the general economic indicators for a country. The construct market is highly associated with the government’s public investment and real estate policy. However, bidding is one of the major challenges in selecting the best construction contractor in public sector. Selecting the best one requires a standardized bidding decision model to ensure that the contractor is technically and financially capable to accomplish the project on schedule and within budget. This research develops a framework for evaluating bids of construction contractors in public sector. The framework includes identifying the factors involved in bid evaluation. The Analytic Hierarchy Process technique was applied in this research. From this study, a set of key factors and their relative importance weights were identified. In addition, this thesis explores the links between these factors and bidding probability. Findings from this study can provide contractors with information on bidding decision making.
