The main goal of the study is developing the real-time flood forecasting system for the Lan-Yang Creek Basin. The system collects the real-time rainfall monitor information and applies it for hydrologic and hydraulic routings, by using the rainfall forecasting model, the rainfall-runoff forecasting model and the flood forecasting model. The techniques of the internet communication, the database application, and the geographic information system are adopted for data exchange, storage and display. The modularized system consists of the system maintenance, the historical events, the dynamic information of typhoons, the real-time observation, the forecasting information, the disaster report and the decision support modules. The common database is applied for data storage and exchange among modules. The web server is built for displaying the analyzed information, based on the requests of users, to help the decision makers understanding the hydrology and hydraulic situations within the basin efficiently. Consequently, the flood control authorities can judge the possible flood and take proper emergency response measures to mitigate the flood damages.
