A Study on the Organizational Operation of Parent Association in Elementary Schools in Tainan County

| Popis: | 94 The purpose of this study was to explore the current situation of the organizational operation of the parent association (PA), the related problems and the ways to improve in elementary schools in Tainan county. Questionnaire survey and interview were both adopted in this Study. The self-made “Questionnaire of the Organizational Operation of Parent Association in Elementary Schools in Tainan county’’ was used as the instrument. The subjects included 300 educators and 300 representatives of parent association sampled from elementary schools in Tainan county. 498 questionnaires were valid. Data was analyzed through statistics methods of frequency distribution, percentage, and chi-square test. Moreover, in order to obtain more information, 12 representatives of parent association were interviewed. The main conclusions were as follows： 1. The organizational operation of the parent association in elementary schools in Tainan county, didn’t comply with the set-up plans at all. 2. The organizational operation of the parent association in elementary schools in Tainan county, such as information exchange and hardware facilities had a considerable extent of improvement. 3. The parent association in elementary schools in Tainan county could function well in communication between schools and parents, offering community resources and suggestions, and helps of school affairs developing. 4. The major problems of the parent association in elementary schools in Tainan county were that most parents were unwilling to participate in it, the members were usually asked to donated money to school, and lacking of fund. 5. The ways to improve of the parent association in elementary schools in Tainan conuty could start with making laws, developing organization, and operating parents’ associations. 6. Owing to different school size and school location, there were significant differences toward the election of parents’ representatives, parent association in class, volunteer organization, meeting times, the publication of the PA News and the setting of PA webpage, setting up office, management of fund. But there was no significant differences toward principal selection owing to different school size and school location. 7. Different factors except sex and school size, educational background, position, work experience, and school location were not significantly affecting the government subsidies. 8. Different educational background and school size were significantly affecting the parent association. But different sex, position, work experience, and school location were not. 9. There was no significant differences between all members toward the law on parental participation in school education. According to the above conclusions, this study proposed the following suggestions for educational administration institution, the elementary school and parent association. I. Suggestions to the educational administration institution: 1. The operation of parent association should be established by law. 2. The government should budget for parent association of outlying areas. 3. Conduct workshops for participation of parent association to improve the ability of management of parent association. II. Suggestions to the elementary school: 1. Helping parents to understand the functions and the duties of parent association. 2. Actively communicate school and parent association. 3. Improve the operation and function of parent association in class. 4. Promote information exchange between school and parent association. 5. Encourage an enthusiast for community participate in parent association. III. Suggestions to the parent association: 1. Improve emotional bounding of committee members. 2. The basic condition of being the president of parent association should be established. 3. Establish autonomic supervisory and arbitrational organization. 4. Establish ”the law on parental participation in school education”. |
