A Comparative Study of Syllabuses for Primary English Language Programs in Taiwan and Hong Kong

The purpose of this study is to investigate the content of syllabuses for primary English programs in Taiwan and Hong Kong, and to compare the differences and similarites of the syllabuses for primary English language programs in the different contexts. This investigation is based on theoretical analysis method and comparative method. Firstly, the author collects related documents and literature on primary English language programs in these two regions. Furthermore, she organizes information, analizes and explains its meanings with numerous theories about English teaching;Subsequently, the author processes content analysis with self-designed table entitled “Syllabuses of the English Language Programs Analysis Table”. The purpose of content analysis aimes to analize the syllabuses for primary English language programs in Taiwan and Hong Kong. According to the results of this research, the conclusions of the study are as follows: 1.There are three period of the establishment of primary English language program in Taiwan : initial doubt period, trial period, and promotion period. The transitions of these three period are influenced by internationalization, economic development, the pressure from society about requirement of multilingual, and new curriculum. 2.English teaching takes up high position in the language education policy developments in Hong Kong 3.Education structure in Hong Kong is influenced deeply from the culture, thought, and values of the United Kingdom. 4.The establishment of the primary English language programs in Taiwan and Hong Kong are influenced deeply by governments’ language policies. 5.The syllabuses for primary English language programs in Taiwan and Hong Kong both include the following forms and contents: principle, targets, ability, relationship between ability and targets, teaching method, assessment, and resources, etc. 6.There are different intensions in material selections and material designs of syllabuses for primary English language programs in Taiwan and Hong Kong. 7.The requirements in these two regions for vocabulary, phonics, syntax, listening, speaking, reading, and writing skills are different. 8.The syllabuse for primary English language program in Taiwan confront problems including integration, attention to culture, indetermination for attainment targets, difference between city and country, criteria for primary English language programs, and revision in syllabuse beyond teacher planing. To the end, based on the about results, suggestions are porposed for syllabuses-making scholars, aothority in charge of education, and future studies.
