The 1995 Kobe earthquake and the 1999 Taiwan Ji-Ji earthquake caused 294 and 145 fire accidents, respectively. Both earthquakes occurred during the early morning hours when few electrical appliances were being used. Had they occurred during the dining hours, the number of fire accidents would have increased significantly. The emergency fire fighting activities will be more effective if the fire departments are better prepared when fires break out. Therefore, this study develops a fire hazard assessment system for the Taipei City. The system can be used to simulate the possible number and locations of fire accidents after major earthquakes to facilitate policymaking process improvement regarding the allocation of fire-fighting resources. In addition, quick response to a fire accident is crucial in terms of saving lives and preventing property loss. Hence, this study also develops a wireless fire alarm system that will make emergency phone calls to fire departments automatically, and search for the nearest hospitals in a GIS database and send the results to designated cell phones via SMS.
