Second, this study investigated the current situation of organizational learning and organizational climate of the elementary schools in Yunlin County. Third, the variances of teachers’ personal backgrounds and school environmental variables are compared in this study. Finally, suggestions based on the conclusions of this study are provided to the schools for promoting organization learning. The research method conducted in this study is the survey method with a questionnaire. The questionnaire is entitled “Organizational Learning and Organizational Climate of the Elementary Schools.” The research adopted stratified sampling technique based on the size of a school. There were 617 teachers sampled from 36 elementary schools in Yunlin County. The valid samples were 411 copies, exclusive of the ineffective samples. The data collected were analyzed by the descriptive statistics, t-test, one-way ANOVA and Pearson’s product-moment correlation. The conclusions were as follows: 1. The current degree of organizational learning in elementary schools in Yunlin County is high. The total score on ”organizational learning methods and innovation” is the highest and the one on “team learning and dialogue” is the lowest. 2. The degree of open behavior of the principals is middle, and the degree of open behavior of the teachers is high. There are more “open climate” elementary schools than “engaged climate” ones in Yunlin County. 3. There are significant differences in the elementary school teachers’ perception of organizational learning in terms of teachers’ age, the school size and location. 4. There are significant differences in the elementary school teachers’ perception of organizational climate in terms of teachers’ gender, age, academic degree, the school size and location. 5. There is medium positive correlation between organizational learning and “principals’ supportive behaviors,” ”teachers’ collegial behaviors,” “teachers’ intimate behaviors,” or “the extent of openness of the teachers.” There is low positive correlation between the teachers’ participation in organizational learning and “principals’ directive behaviors” or “the extent of openness of the principals.” There is low negative correlation between the teachers’ participation in organizational learning and the disengaged behaviors of the teachers. In the last part, the researcher, based on the conclusions, proposes some suggestions for the education authorities, the principals, the teachers, and the future researchers.
