Political Risk Assessment on Business environments of East Asia ports: The Global Carriers' Viewpoints

This study aims to develop a nation-to-nation political risk assessment and to conduct a case study of the business environment evaluations of five East Asian ports, including Hong Kong, Singapore, Pusan, Shanghai, and Kaohsiung, under the political influences. A system approach designed consists of political risk factor identification, risk measurement and assessment processes in utilization of Delphi, Fuzzy AHP(Analytic Hierarchy Process) and Ward’s minimum variance methods. Fifteen high-ranking managers from five leading global carriers were invited to express their viewpoints. The empirical case concluded that political risk was a strong indictor for the business environments of the host ports. Jointly, micro risks from the selected industries’ policies were considered to be more significant than macro risks from the integrating political and economics conditions. Political risks were assessed ranging from 0.179 to 0.379 and were generally considered politically secure for global carrier business. Finally, the five ports were statistically clustered into three groups to signify their risk differences.
