| Popis: | 90 In the end of the twentieth century, owing to the challenge of 21the century information technology governance great trend and knowledge economic and management, every lever of government in the world has obliged positively overall strategic planning and reconstruction of policy structure in the national and local development. Especially since our county’s new local system has implemented and local autonomy has emerged, the county and city government intervenes a lot of local development in the politics. The gap between central government and local government has existed in national land、city and village、society、industry、environment protection、and other development strategies realization. On the other hand local decentralization、communitism、 and the public participation have aroused, and Taiwan had passed to attend WORLD TRADE ORGANIZATION, the same as “Economic United Union” In order to take the advanced competition of 21century local business, No one county and city can’t be enforced to do the best to prepare for it .This thesis emphasizes on the basis that by means of adjusted local organization and system and contemporary new system theory, policy science, policy design and an effective goveranced government theory, through county and city comprehensive development plan system design operation and evaluation. We can accurately construct a high performance organization to do planning and implementing of the plan under the background of globalization、technical advanced、and deregulation. Enforced local government will have the ability to fulfill the function and to satisfy the demand of local development as well as to form distinguished characteristics, furthermore, the government can to increase overall national constructions and promote competition and national modernization . |
