Since the total productive management (TPM) is introduced to Taiwan, it was extended by China Productivity Center, and Corporate Synergy Development Center during the period. There were over 90 factories and stores to implement the TPM activities. Because the TPM activities come from Japan, so the domestic manufacturing industry cannot to avoid the difficulties of the process. Because the point of the TPM activities is to carry out the process, and it is similar to management by policy (MBP), so it is integrated with management by policy and emphasis the process for the purpose of improvement of the work quality and achievement of TPM’s target. The purposes of this research are to understand the steps, difference, and complementary between the total productive management (TPM), and management by policy (MBP). Through the case study to explore the process of the traditional manufacturing industry implementing the TPM activities, integrated with MBP and P-D-C-A management cycle, to achieve the performance of management and control of overall activities. Therefore, this thesis will use the empirical study to analysis the data and discuss the performances and factors of TPM activities integrated with the management by policy (MBP) and P-D-C-A management cycle.
