OF CHU WEI MARINA PROJECT 1)WITH THE CONTINUING ECONOMIC GROWTH AND DEVELOPMENT OF THE COUNTRY, PEOPLE ARE LOOKING FOR MORE ENTERTAINMENT AND A BETTER QUALITY OF LIFE. ALTHO TAIWAN IS AN ISLAND, THE PEOPLE DO NOT HAVE READY ACCESS TO SEA AND OCEAN LEISURE ACTIVITIES. ALTHO TAIWAN YACHT COMPANIES BUILD MANY BOATS EACH YEAR, PRACTICALLY NONE ARE SOLD FOR LOCAL USE. IN FACT FACILITIES FOR MARINE LEISURE ACTIVITIES ARE LIMITED AND NOT ENOUGH COMPARED WITH OTHER COUNTRIES, IN TAIWAN, SUCH FACILITIES ARE GREATLY LACKING MOST LEISURE CENTERS ARE LOCATED INLAND AND ARE LIMITED AS TO HOW MANY PEOPLE THEY CAN ENTERTAIN. FOR AN ISLAND COUNTRY, THIS LACK OF MARINE FACILITIES, AND THE LIMIT ON MARINE ORIENTED ACIVITIES IS A PHENOMENON. 2) AT ONE TIME THE CHU WEI OUTDOOR SEAWATER BATHING CENTER IN TAO YUAN DISTRICT, WAS THE ONLY SEA WATER SWIMMING & BATHING PLACE IN TAO YUAN CITY. MANY PEOPLE VISITED THERE, TO ENJOY THE NATURAL SEA WATER, AND ALL OF THEM LEFT WITH BEAUTIFUL MEMORIES OF THE SCENERY AND THE ENVIRONMENT. WITH THE CONSTRUCTION OF "CHINA PETROLEUM HARBOR" WHICH JUST LOCATED NEXT TO THE CHU WEI FISHING HARBOR WITH A NEW JETTY IN WEST, THE ORIGINAL OUTDOOR BATHING PLACE WAS INCLUDED INSIDE THE WHOLE NEW HARBOR SO IT CAN NOT BE A GOOD SWIMMING AND BATHING AREA AS USUAL. THIS SITUATION LASTED FOR 20 YEARS. AND VERY FEW PEOPLE WAS INTERESTED IN, NOR TOOK CARE OF IT WHATSOEVER, AND NOW THIS ONCE UNUSUAL AND BEAUTIFUL PLACE HAS BECOME A DIRTY, DARK EYESORE. 3) THE WRITER VISUALIZES THE USE OF THIS RUINED FORMER OUTDOOR SEAWATER BATHING CENTER, THE HARBOR AND THE PRESENT JETTY, ALONG WITH THE CONSTRUCTION OF ANOTHER NEW BRANCH JETTY LOCATED TO THE NORTHEAST, IN CONJUNCTION WITH THE BUILDING OF A STATE OF THE ART MARINA YACHT CLUB, PARKING PLACE AND RELATED FACILITIES ON THE LAND. IN ADDITION, A NEW SEAFOOD CENTER CAN BE BUILT AND LINKED TO THE PRESENT OLD SEAFOOD MARKET CENTER. THE OLD SEAFOOD CENTER WAS DEVELOPED BY LOCAL FISHERMEN PRIMARILY FOR ACCOMMODATION USAGE. EACH HOLIDAY, THOUSANDS OF TRAVELERS AND VISITORS FLOW INTO THE CENTER, MAKING A NOISY, CRWODED SCENE, MORE LIKE A CLAMOROUS, DISORGANIZED FISH MARKET THAN A SEAFOOD CENTER. A NEW SEAFOOD CENTER CAN ABSORB MORE VISITORS AND SIGHT-SEER'S, AND ALONG WITH THE ESTABLISHMENT OF THE YACHT CLUB WILL IMPROVE, IMMENSELY, THE ENVIRONMENT AND UP-GRADE THE OVERALL APPEARANCE OF THE OLD SEAFOOD CENTER AND THE CHU WEI FISHING HARBOR. THIS WILL REMEDY THE EXISTING PROBLEMS OF, AND END THE NEGLECT TO, WHAT SHOULD BE, AND CAN BE, A BEAUTIFUL HOLIDAY AND RECREATION AREA. 4)THE WRITER HAS VISITED MANY FOREIGN MARINE FACILITIES, SUCH AS FISHERMEN'S WHARF IN SAN FRANCISCO, CALIFORNIA, AND THE SUNTORY MUSEUM IN OSAKA, JAPAN, AND FEELS THAT THE EXPERIENCES AND RESULTS OF FOREIGN CONSTRUCTION AND IDEAS IS WORTHY OF REFERENCE. 5) SUBJECT OF THE PAPER 1) LINK ---BRING TOGETHER THE EXISTING CONSTRUCTION AND DESIGN OF THE FISHING HARBOR, CHU WEI YACHT CLUB AND SEA & LAND FACILITIES. 2) TRANSFORMATION ---CONTINUE DEVELOPMENT OF, AND REVITALIZE THE OLD SEAFOOD CENTER, ADDING THE CONCEPT OF LAYERS (LEVELS), AND USING PLANTINGS AND SHRUBBERY DIVIDERS TO SEPARATE THE TRAFFIC, PEDESTRIAN AND PARKING AREAS. DIVIDE THE NEW SEAFOOD CENTER INTO UPPER AND LOWER LEVELS. 3) COOPERATION ---PROVIDE A COMBINATION THE NEW YACHT CLUB'S PRIVATE CHARACTER, AND THE PUBLIC CHARACTER OF THE FISHERMANS' WHARF. THIS PROJECT CAN BE SUBSIDIZED BY THE DISTRICT GOVERNMENT, WHICH CAN BE HELPFUL IN MODIFYING THE EXISTING ZONING LIMITS, FOR THE PURPOSE OF PROMOTING THE PROJECT QUICKLY, AND WITH A MINIMUM OF TROUBLE. AS A B.O.T CASE, THE PROJECT CAN SERVE AS A REWARD FOR THE RELATED INVESTORS, MANAGERS AND RELATED PARTIES. THE PRESENCE OF THE NEW YACHT CLUB, AND ITS PROXIMITY TO CHU WEI HARBOR WILL PRODUCE A RELATIONSHIP WHICH WILL SURELY HELP ENHANCE THE NATURAL AND BEAUTIFUL ENVIRONMENT OF THIS PLACE, ATTRACT MORE VISITORS, LOCAL AND FOREIGN, AND PROVIDE A SMOOTHLY WORKING MANAGEMENT, WITH PROFITABILITY, ACCOMPLISHMENT AND SATISFACTION FOR ALL CONCERNED.
