Popis: The Constitutional principles of the Public Administration, expressed in the caput of Article 37 of the Federal Constitution, are basic foundations that guide the management oftheres publicain Brazil. The study of the applicability of these principles is fundamental, since they need to be assimilated by the leaders of the democratic state under the rule of law in order to fulfill what is set forth in the constitutional charter. The legislator wanted to print legality, impersonality, morality, publicity and efficiency in an explicit way in the text of the constitution, being these concepts, kind of "mainprinciples" of the so many others implicit that apply to the Public Administration. It is imperative that in order to strengthen the Democratic State of Law by the principles, the Constitutional norms should be applied. The applicability of these norms by the public manager may be the engine that drives the realization of the other public policies that will result in the effectiveness of local development.
