Towards a communication constructivist theory of Public Diplomacy

Popis: As a multidisciplinary field crossing different theories and concepts in international relations, political sciences, public relations, and communication studies (Gilboa, 2008), public diplomacy refers to the government’s efforts to strategically mobilize various communication tools to establish continuous and effective communication channels vis-à-vis foreign and domestic audiences. There is an emerging strand of research that looks at PD as a set of discourses, strategic narratives and practices through which countries seek to influence public opinion (Pamment, 2014) on specific political issues and improve their image (Dolea, 2018; Huang, 2019). Yet, to date, the field is dominated by Anglo-Saxon approaches and there is little discussion on the contribution of Francophone communication schools to advance PD. Preferring the term influential diplomacy (diplomatie d’influence), French-speaking scholars define it as “plural organizational communication practices” (Rouet & Radut-Gaghi, 2018) through which a country shows its “capacity to disseminate worldview and ideas through non-traditional [diplomatic] channels” and “ capacity to make friends” (Charillon, 2020). They stress the socially constructed nature of influence in PD and mobilize Constructivism and organizational communication approaches to examine aspects such as: the institutionalization of public diplomacy, its actors’ interactions, the mediatization process, the communication strategies, and the digitalization.The research gathers Francophone communication scholars to address this gap in scholarship and discuss the contribution of two Francophone organization communication schools to PD: France’s communication approaches to organizations (Bouillon, Bourdin, & Loneux, 2007) and Montreal’s constitutive communication of organizations (Cooren & Robichaud, 2011). PD is conceptualized as strategic actions that construct meaning and reality, focusing on the role of discourse in the deployment of power and emphasizing the influence of communication and interaction on social relations; PD represents an institutional toolset of organizational communication, it refers to an organizational communication action initiated by an actor or agent, in which norms, rules, and language play a pivotal role and are constantly negotiated.
