With the importance of digital platforms as multi-sided platforms (MSPs) rising, the governance of the ecosystems is becoming more complex. This growing interest has revealed a gap in scientific literature: a governance framework for a data platform ecosystem (DPE). We reviewed literature from the fields of data governance and platform ecosystem governance, the results have been synthesized, and the key aspects form a proposed governance framework. The dimensions of this framework are (1) governance structure, (2) accessibility & control, (3) trust & values, (4) incentives, (5) boundary resource management, and (6) data governance. The framework is validated through a single case study in the construction industry in the Netherlands. This case, in which a general contractor set up an extensive business case for a DPE, focusses on the pre-design phase, so interviewees were not biased by the development process.The results show that the proposed dimensions and most of the mechanisms get validated. The participants doubt the usefulness of clan-control in their ecosystem, have different opinions about the data decision domains, and miss a dimension that grasps the essence of the “human-side” and “culture” in the ecosystem. |
