Este proyecto describe el desarrollo de la comuna 13 de la ciudad de Medellín, donde se buscan espacios que contribuyan a la evolución social y a la reconstrucción del tejido urbano y cultural de una zona altamente vulnerada por la violencia obteniendo de esto una comunidad estigmatizada, dividida y afectada; generando una segregación social, en los que se integren todos los barrios de la comuna. En primera instancia no se busca una reparación inmediata del lugar, ni de sus habitantes sino se pretende generar una serie de equipamientos, servicios y espacios públicos que van a re-dinamizar la comuna, convirtiéndola en un nodo de atracción para los habitantes de la ciudad y los turistas. Se desea generar un eje ambiental que amarre los barrios de la comuna teniendo en cuenta puntos estratégicos de música, canto, baile, pintura, recreación, deporte, entre otras y como resultado final un edificio representativo y formativo donde ayude a resolver las problemáticas teniendo en cuenta la parte educativa, emprendedora, psicológica, formación deportiva y cultural. Por otro lado, se busca destacar lo positivo de la comuna, lo artístico, lo cultural, el color y poder brindarle a la comunidad un aspecto tranquilo y sano, esto conlleva que el barrio le nuevas oportunidades de ver un futuro más allá, se quiere intervenir el antiguo ecoparque la escombrera, para destacar los puntos ambientales y ecológicos del sector. Darle un giro de más agradado y representar la ciudad de Medellín. El proyecto cuenta con zonas como: parque infantil, canchas múltiples, zonas ecológicas, zonas culturales, zonas ambientales, zonas educativas, zonas sociales, equipamientos, entro otras.
