Bibliografia: f. 139-145 Resumo: Esta dissertação tem o objetivo de analisar a institucionalização do processo de internacionalização de Belo Horizonte, a partir de uma revisão conceitual analítica, que contempla desde as primeiras definições para o fenômeno, como paradiplomacia, até conceitos mais contemporâneos, como diplomacia multinível e diplomacia das cidades. Apresenta-se, a partir desta revisão conceitual, as principais motivações para a ação internacional das cidades e governos locais. Além disso, sugere-se uma sistematização das principais dimensões ou eixos de ação da diplomacia das cidades. Faz-se a análise do processo de internacionalização da capital mineira a partir de uma revisão da legislação municipal referente às estruturas responsáveis pela condução da agenda de relações internacionais no âmbito da Prefeitura Municipal, no período entre 1993 e 2004, que precedeu a criação da Secretaria Municipal Adjunta de Relações Internacionais (SMARI), em 2005. Apresenta-se também a legislação que institui a SMARI, analisando-se sua estrutura e principais eixos de trabalho. E, por fim, compara-se o processo de Belo Horizonte com o de São Paulo e Recife, com o objetivo de lançar algumas reflexões acerca de como essa agenda é incorporada e implementada pelas cidades brasileiras. Abstract: The present work aims to analyze the institutionalization of Belo Horizonte´s internationalization process. This will be done after an analytic conceptual revision, which will involve the first definitions for this phenomenon, such as paradiplomacy, until the more contemporary ones, such as multilevel diplomacy and cities diplomacy. After this conceptual revision, the main motivations the cities and local governments have to go international will be presented. Besides, the main dimensions or exes of cities diplomacy will be organized. The City of Belo Horizonte internationalization process will be analyzed based on a municipal law revision, focused on the legislation which was made to create institutional areas to take care of international relations at the City Hall, between 1993 and 2004, which is just before the creation of the International Relations Municipal Sub-Secretariat, in 2005. The legislation which allowed the City Hall to institute the IR Municipal Sub-Secretariat also will be presented, allowing an analyzes of the work structure and the main agenda. Afterwards, there will be a comparison between the case of Belo Horizonte and the cases of São Paulo and Recife, aiming to launch some thoughts about how this agenda of cities going international is appropriated and implemented by Brazilian cities. |
