Popis: A solution to the problem of maintaining the dynamics of financial flows from the implementation of tourist offers in the context of global risks caused by COVID-19 is proposed. On the basis of graph theory, Ford-Fulkerson and Dinitz algorithms, a modified algorithm for determining the structure of a tourist product, based on the financial capabilities of consumers and the satisfaction of their preferences in the dynamics of compliance with restrictions in the implementation of tourist services has been developed. A feature of the algorithm is the synchronization of the throughput of financial flows of tourist services from the moment of the removal and introduction of restrictions on the onset of COVID-19. The novelty of the proposed algorithm is the possibility of adjusting travel offers in the process of monitoring the capabilities of manufacturers and travel preferences of consumers and transformation of services. The implementation of the algorithm ensures the effect of minimizing losses and the maximum financial flow from the sale of specific tourism services from the source, representing the components of manufacturers of tourism products before the outbreak of the pandemic, to the drain, representing consumer preferences.
