An All-Hazards Approach to Hazardous Materials

Popis: A hazardous material is anything that has the potential to cause harm to the people or the environment if released in an uncontrolled manner. Internationally, the hazardous materials have been categorized into one of the nine hazard classes on a practical basis. This chapter reviews the hazardous materials, the role of the protection officer in handling the hazardous materials, provides response models and templates, as well as tools and resources to a hazardous materials incident. Education and training of the protection officer that should specifically include full explanation of all the materials that move through or are used within a facility is the first line of defense. A protection officer's primary objective must always be to survive, so that they can continue to provide that protection to the general public, though the overall objective is the protection of life and property. The protection officers should know some basic firefighting techniques, and basic emergency medical techniques including CPR and first aid. The protection officer may very well be the first on scene and the first responder, and must be ready and able to communicate effectively with all the outside agencies that quickly become involved in such incidents. The traditional response models and the templates follow that dilution is the solution to pollution; however, after diluting so many hazardous materials into the environment for so many years the environment has become saturated. The initial response needs some basic steps to be followed such as identify the substance released, determine the quantity of the released substance, activate the appropriate contingency plan, and perform site security A proactive approach on the part of any business and every individual leads to minimization, if not elimination, of hazardous materials incidents.
