Tourist destinations: design and development in a dynamically changing environment

Popis: World experience in the spatial development of the domestic tourism and hospitality industry shows that official government policy documents most often provide for two forms of management approaches – the formation of tourist macro-territories (macroregions) and the creation of clusters for tourism and recreation. The first approach – the formation of tourist macro-territories – involves the unification of areas according to some similar characteristics and parameters, possessing together a certain tourist and recreational potential and prospects for increasing demand for their services. This approach is the base for creating the systems of tourist routes, "umbrella" tourist brands, general management strategies, etc. As a result the territory get a certain set of characteristics defined as a tourist and recreational specialization. An effective tool for the macroregions development is the formation of tourist schemes for spatial planning (tourist master plans). The second approach – the creation of tourist and recreational clusters – involves the creation of a system of local and regional clusters based on a joint resource base, engineering and transport infrastructure, which is based on the mechanisms of investment, public-private partnership, cooperation and integration of economic potential. In modern conditions, both approaches are significantly affected by numerous factors. In many ways, they are external in relation to the tourism and hospitality industry: these are geopolitical, external and internal economic, military-strategic, engineering and communication factors. A set of specific factors of no less importance we can name a "dynamically changing environment". In such an environment, certain components of the tourist and recreational system experience disruptions in the functioning, the conditions for the market entities change, customer preferences are adjusted, etc. Often, the conditions of a dynamic environment can lead to the loss of demand in the richest tourist and recreational resources of regions or to significant limitation of their use. The Crimea and the coast of the Sea of Azov are the examples of this today. At the same time, other regions can get unprecedented opportunities for rapid growth, for example, the coast of the Caspian Sea in Dagestan have recently received such opportunities. And in this “dynamic environment”, such key factors and tools as the speed of making planning decisions, the efficiency and quality of their implementation, compensation strategies and corrective mechanisms acquire the highest importance. Managerial competencies are becoming more and more in demand, assuming strategic thinking and tactical skills, multiplied by efficiency and effectiveness. The inconsistency of the functions and powers of the executive authorities for the tourism development, the imperfection of the mechanisms of statistical accounting, inefficient planning of zones of priority tourism development are negative phenomena that can hinder the sustainable dynamic growth mechanism of destinations of various scales (macro-regional, regional, local); they lead to the loss of "inertial push" and opportunities for the formation of new destinations. Today is the time for quick and effective solutions, including in designing the development of tourist destinations.
