Good data policies form the bedrock of any society that has positive development as its priority. The implementation of sustainable data policies makes information flow, research for development and access to much needed data feasible. Data policies resulting in breaches, create unhealthy situations that hamper national development. This paper examines the challenges and prospects of putting data “first” in Nigeria. It specifically identifies the areas of application and implementation of data policies in the country and the implication for national development. A descriptive survey method will be adopted for the study, using qualitative and quantitative methods to gather data. Interviews will be conducted with Heads of institutions that deal with data policies namely, the National Bureau of Statistics (NBS) and the National Population Commission (NPC). Copies of the questionnaire designed will be administered to other management staff of the institutions to determine the challenges and prospects of putting data policies first. Data collected with the questionnaire will be analyzed using Statistical Package for the Social Sciences while content analysis of the interviews will be undertaken. Based on the findings, solutions will be proffered to the challenges of data policy management and implementation in Nigeria. |
