"The program for the development of the coal industry in the Russian Federation until 2035" provides for an increase in coal production to 484-670 million tons and exports to 400 million tons. Among new projects, the possibility of developing Arctic coal deposits is being considered, which generate both positive (growth in the NSR cargo turnover, employment in the territory, development of the Arctic infrastructure) and negative effects (environmental burden, non-transparency of tax revenues of projects outside the implementation area, rotational management, government subsidies, etc.). The perspectives of the coal markets in the conditions of carbon neutrality are analyzed. It is shown that the coking coal market has prospects for expansion, which creates a niche for Russian exports. The development of deposits in the Arctic competes with both global suppliers and other Russian projects (Yakutia, Tyva, Kuzbass). |
