The Cuban tourism industry has been characterized by dynamic change since 1950 including phases of exploitative international tourism, socially driven domestic tourism, and a combination of state controlled international and domestic tourism. A basic goal of current plans for expansion is a return to Cuba's former position as one of the most visited destinations in the Caribbean but without its exploitative repercussions. The purpose of this article is to analyse Cuba's potential for achieving this objective in view of basic development issues related to Cuba's planning and management controls, ability to mitigate negative social effects, and, finally, existing and potential markets. |
