This document was commissioned by the United Nations Environmental Programme (UNEP), which together with the World Wildlife Fund (WWF) provided the financial support for its preparation. Its production was essentially the responsibility of the International Union for Conservation and Natural Resources (IUCN), the views and approaches of which it is stated to express.
