The twin enlargements of NATO to the East were and are among the most contentious issues in Russia’s relations with the West. Despite concerted Russian attempts to stop enlargement, to slow down the process of enlargement, and to transform the alliance into a pan-European security organization, Moscow’s concerns made only a limited degree of difference. Today Russia must live with an enlarged alliance, which has a more ambitious mission and which has demonstrated its willingness to act out of area even without a UN mandate. Institutions that involve Russia, such as the NATO-Russia Council (NRC) only marginally moderate these developments. |
